This seminar will explore the community care obligations of local authorities to people who are subject to immigration control and ineligible for homelessness assistance. The speakers will discuss recent developments in the concept of ï¿¢ïx€ïxœdestitution plusï¿¢ïx€ïx? (s.21(1) and (1A) National Assistance Act 1948) and the impact of s.54 and Schedule 3 of Nationality Immigration and Asylum Act 2002 on obligations under the National Assistance Act 1948, Children Act 1989 and Local Government Act 2000.
