Universal Credit (UC) is a major change to the benefit system. In this seminar we will look at how the benefit works, the roll out, recent changes and issues for claimants. We will also focus on how housing costs are dealt with and the issues that can arise in rent arrears possession claims.
This seminar will cover:
- What is UC?
- Why is it being introduced?
- What is the full service?
- Transfer from legacy benefits to UC
- What have been the problems with UC for claimants?
- The recent changes made to UC in January and February 2018
- Direct payments to landlords
- Deductions from UC for rent arrears
- What issues could arise for housing lawyers and caseworkers as a result of the national roll out of UC?
Speakers
- Kevin Gannon (1993), Barrister, Garden Court Chambers
Kevin specialises in housing law. His practice covers all the main areas of housing law including possession, disrepair, illegal eviction and nuisance. He has a particular interest in housing cases which involve public law issues. Kevin also has experience in housing cases with community care, immigration or social security law aspects. He sits as a part-time social security tribunal judge.
- Desmond Rutledge (2001), Barrister, Garden Court Chambers
Desmond Rutledge specialises in social security. He has a background of working in the advice sector as a welfare benefits caseworker He is a co-author of annual Housing Benefit Update published in the Legal Action Group magazine. His reported cases include: Burnip v Birmingham City Council & Anor [2012] EWCA Civ 629 (discriminatory effect of housing benefit rules on the disabled in need of an overnight carer); and Sanneh v Secretary of State for Work and Pensions and Others [2015] EWCA Civ 49 (Zambrano carers’ rights to social assistance).
