Clare Wade KC, who was appointed Independent Reviewer on domestic homicide, published the Domestic Homicide Sentencing Review earlier in 2023.
Today, the Sentencing Council has announced that it intends to consult on some of the recommendations for amendment to the manslaughter guidelines made by Clare Wade KC in her Domestic Homicide Sentencing Review, published on 17 March 2023.
They include making strangulation, asphyxiation or suffocation an aggravating factor in manslaughter and the inclusion of coercive and controlling behaviour in the history of violence towards a victim by an offender, and by a victim towards an offender. This is part of the annual miscellaneous amendments of the Sentencing Council.
