The Committee of Ministers of the Council of Europe last issued a recommendation on migrant women in 1979.
Building on the Council of Europe Gender Equality Strategy 2018-2023 and its Strategic Objective 5 “Protect the rights of migrant, refugee and asylum-seeking women and girls”, the Drafting Committee on Migrant Women (GEC-MIG), a subordinate body to the Gender Equality Commission (GEC), was tasked by the Committee of Ministers to draft a Recommendation on migrant and refugee women on the basis of Recommendation Rec(79)10 concerning women migrants and of an analysis of needs and gaps that need to be addressed.
Louise Hooper of Garden Court Chambers was appointed expert to the committee in June 2020 and compiled and presented a needs assessment drawing together existing treaties, recommendations and policies developed since Recommendation R(79)19 on Migrant Women and residual gaps in protection.
